2. The General Manager controls the production of I D cards in all the 36 states. The G M is entitled to 10% of every 100 naira sent to the National.He also has 36 managers under him that he pays.The manager appoints the state managers and can change or relocate him/her from one state to another but with approval of the CEO.Those state managers are answerable only to him or CEO.
3. The Regional Representatives (RP), have the responsibilities of training all the representative staff in the states within thier jurisdiction. From Ward to LGA and State. The Regional Reps are entitled to 10% of every 100 naira sent to the National from their jurisdiction. The Regional Reps are saddled with the responsibilities of thus;-
(a)To appoint 1 person I each state to represent him in each state within his jurisdiction, who also shall be paid by regional reps.
(b)To also be responsible to receive--------- reports, materials, information etc, from the states within his jurisdiction to the national and from the national to his states, as well as be responsible for the costs.
4. The Zonal Representatives (Director, Secretary & Supervisor) are made up of 1 persons from
each state of the 6 geopolitical zones who must be a state rep within that zone. They are the one to maintain cordial relationship by supervising the activities in each state within the zone to ensure progress. While Director is entitled to 5% of every 100 sent to the national from their zone, others are intiled to share 50% of the money sent to their zone by state Reps in the ration of 70% to Secretary and 30% to Supervisor. The zonal reps are also mandated to do the needful to always relate to the regional reps on matters arising.
Zonal Director shall as well work on the training of LGA/Ward representatives within their region.
5. The State Representatives are the main engine of this programme. They have the responsibilities of raising, educating and training of the LGA/Ward representatives. They shall guide them on the MODUS OPERANDI on daily basis to see that everything work out correctly. Then, out of every 100 naira sent to the state:-
25 naira goes to the State Reps.
25 naira goes to publicity (to be handled by state reps).
40 naira goes to State Mandate (to be handled by state reps).
10 naira goes to the Zone (to be handled by Zonal Director).
Only the state reps will approve the LGAs to be printed everyday, collect and distribute the already printed ones to the LGA Reps within their state.
6. Local Government Area Representative, coordinates, train and monitor all the activities from their Ward representatives.
Only the LGA reps can upload files into the E-mail which will be created by the production Manager for that LGA.
7. WARD REPRESENTATIVES (WR) are the main Workforce that will register people from their various wards and grassroot at the rate of 1000 naira each, which they have to remove their entitlement of 400 naira and send 600 naira to the LGA Reps.
The LGA Reps will in turn remove their entitlement of 100 naira, then forward 100 naira to State Reps and 400 naira straight to NATIONAL account.
All in the approval of the state reps, the proof of payment will be sent to;--
1 State Rep.
2 State Manager
3 Regional Reps
4 National Account office
8. The STAFF:- Production staff & General staff. All production staff in the state are under the state production Manager, while all the state production Managers are under the control of The General Manager at the National office. Lastly, the CEO has the responsibility to pay all the production staff nationwide.

Note(a) 10% of the fund that belong to MANDATE FOR JUSTICE in every state goes to the Zone and should be handled by the Zonal Officers.
While 50% of it goes to the Zonal Secretaries/Zonal Supervisors at the ratio of 70 to 30 respectively.
(b)The other 50% will be used to settle the LGA coordinators that perform well based on the standard set up by the Zonal officers and state Reps within the Zone
MERITABLE AWARDS & STANDARDS
(i)State Rep that first cover the complete structure of his state in registration automatically becomes the Zonal Director of his/her zone.
(N/B .FCT, BAYELSA & GOMBE that has less than 12 LGA is not included as Director but can be Secretary or Supervisor).
(ii)State Chairman that first hit 1000 registration in his state beside the staff, automatically becomes the zonal secretary.
(iii)The second person in the zone that will hit 1000 registration of people automatically becomes the Zonal Supervisor.
